Prior To Shutdown, Cyber Caliphate Army Account On ‘Telegram’ Promotes Another Encrypted App, Threema

On January 29, 2016, the official Cyber Caliphate Army’s official account on the encrypted app Telegram, which has operated continuously since November 2015, was shut down. It was not clear whether it was shut down by the group or by Telegram.

Also on January 29, a new Cyber Caliphate Army account named “We Are Back” appeared on Telegram, but within an hour it too was shut down.

The Cyber Caliphate Army’s last post on its original Telegram account was an update for another encrypted app, Threema, and an endorsement of it; it stated that Threema uses better encryption than Telegram, and that it doesn’t require a phone number or an email to open an account.

Threema claims on its website to offer “seriously secure messaging,” “highest encryption strength,” and “guaranteed privacy.” It has been used and discussed by jihadis for over a year.[1]
